It is usually expressed in characters per second. Use what feels comfortable, but don't go too high or you may feed the characters faster than the system can deal with them, which can cause beeping or even system lockups.

Tip: Some higher-end
keyboards have the ability to set this parameter built-in; sometimes it is called
"Key Repeat" or "Repeat Rate".
